Bauchi Assembly Budget Committee Leads Scrutiny of Dass Budget Proposal

The Bauchi State House of Assembly Committee on Budget and Appropriation has reaffirmed its commitment to fiscal discipline and transparent governance as it commenced scrutiny of the N8,163,525,195.22 (Eight Billion, One Hundred and Sixty-Three Million, Five Hundred and Twenty-Five Thousand, One Hundred and Ninety-Five Naira, Twenty-Two Kobo) proposed 2026 budget of Dass Local Government Council.

Chairman of the Committee, Wanzam Mohammed, gave the assurance on Monday, 2nd March 2026, during the budget defence session with the Executive Chairman of Dass Local Government, Muhammad Abubakar Jibo.

He emphasized that the Assembly remains resolute in its constitutional mandate to safeguard public funds, ensure prudent resource allocation and promote people-oriented development across the state.

Earlier in his presentation, Comr. Jibo explained that the budget would be financed through an opening balance of N1,520,000.00 (One Million, Five Hundred and Twenty Thousand Naira); Government Share of FAAC totaling N6,724,847,169.22 (Six Billion, Seven Hundred and Twenty-Four Million, Eight Hundred and Forty-Seven Thousand, One Hundred and Sixty-Nine Naira, Twenty-Two Kobo);

Internally Generated Revenue of N87,581,652.00(Eighty-Seven Million, Five Hundred and Eighty-One Thousand, Six Hundred and Fifty-Two Naira); Aids and Grants of N162,179,068.00 (One Hundred and Sixty-Two Million, One Hundred and Seventy-Nine Thousand, Sixty-Eight Naira); and a Capital Development Fund of N1,187,397,306.00 (One Billion, One Hundred and Eighty-Seven Million, Three Hundred and Ninety-Seven Thousand, Three Hundred and Six Naira).

On the expenditure framework, the Council earmarked N823,268,220.26 (Eight Hundred and Twenty-Three Million, Two Hundred and Sixty-Eight Thousand, Two Hundred and Twenty Naira, Twenty-Six Kobo) for basic salaries and N520,806,785.96 (Five Hundred and Twenty Million, Eight Hundred and Six Thousand, Seven Hundred and Eighty-Five Naira, Ninety-Six Kobo) for allowances.

The sum of N392,526,798.00 (Three Hundred and Ninety-Two Million, Five Hundred and Twenty-Six Thousand, Seven Hundred and Ninety-Eight Naira) is allocated for pensions and gratuities, with pension obligations estimated at about N45 million (Forty-Five Million Naira) monthly. Personnel-related costs stand at roughly N200 million (Two Hundred Million Naira) monthly, amounting to about N2.4 billion (Two Billion, Four Hundred Million Naira) annually.

Capital Expenditure stood at for N4,408,471,634.00 (Four Billion, Four Hundred and Eight Million, Four Hundred and Seventy-One Thousand, Six Hundred and Thirty-Four Naira), reflecting the Council’s commitment to infrastructure and socio-economic development.

Key sectoral allocations include N1,358,813,845.00 (One Billion, Three Hundred and Fifty-Eight Million, Eight Hundred and Thirteen Thousand, Eight Hundred and Forty-Five Naira) for Administration; N375,000,000.00 (Three Hundred and Seventy-Five Million Naira)for Agriculture; and N100,000,000.00 (One Hundred Million Naira) for Finance.

The Revenue Department is to receive N248,000,000.00 (Two Hundred and Forty-Eight Million Naira), while Works and Housing is allocated N1,227,589,172.00 (One Billion, Two Hundred and Twenty-Seven Million, Five Hundred and Eighty-Nine Thousand, One Hundred and Seventy-Two Naira). Budget and Planning will utilize N149,750,000.00 (One Hundred and Forty-Nine Million, Seven Hundred and Fifty Thousand Naira).

In the social sector, N390,118,597.00 (Three Hundred and Ninety Million, One Hundred and Eighteen Thousand, Five Hundred and Ninety-Seven Naira) is earmarked for Education and Social Development.

The health sector will receive N349,000,000.00 (Three Hundred and Forty-Nine Million Naira), representing 8 percent (Eight Percent) of the total budget, for Primary Health Care services. Water, Sanitation and Hygiene programmes are allocated N210,200,000.00 (Two Hundred and Ten Million, Two Hundred Thousand Naira)

,Comr. Jibo noted that the proposal aligns with the “My Bauchi Project 2.0” agenda of Governor Bala Abdulkadir Mohammed, expressing optimism that it would receive favourable legislative consideration.
