BAHA passes State Disability Commission bill into law

Bauchi State House of Assembly has considered and passed a bill for the Bauchi State Disability Protection and Disability Commission into law.

The sponsored of the bill, Member Representing Kirfi Constituency, Barrister Habibu Umar said the bill is aimed at fully integrating Persons with Disabilities into society by prohibiting discrimination and guaranteeing their social, economic, and civil rights.

The lawmaker explained that, the proposed law outlaws all forms of discrimination against Persons with Disabilities and prescribes penalties, including fines and imprisonment for offenders.

He added that, the bill also mandates that public buildings, facilities, and transportation systems be made accessible through the provision of ramps, lifts, and other necessary aids.

According to him, the bill further provides for the establishment of a Commission for Persons with Disabilities, which will be responsible for implementing the law, receiving complaints, and supporting victims of rights violations.

Barrister Habibu Umar hinted that, other key provisions, include guaranteed access to inclusive education, subsidized healthcare services, political participation, social protection, public housing, and poverty reduction programmes.

The sponsored of the bill, highlighted that, the law also requires public institutions to reserve at least ten percent of their programmes for the participation of Persons with Disabilities.

He pointed out that, the bill aligns with Bauchi State’s obligations under the United Nations Convention on the Rights of Persons with Disabilities, reinforcing the government’s commitment to inclusive governance and human rights.

With the passage of both bills, Barrister Habibu Umar said, Bauchi State Government is expected to commence full implementation upon assent by the Governor.
